The group also claims to have received testimony from detainees who say they are held up to 23 hours a day inside their cells while they await court hearings. Other allegations include ventilation problems and allegations that chemical agents, such as pepper spray, were used against some detainees. Freedom Community Center says the testimonies collected reflect problems that require an immediate response from St. Louis authorities.

However, they acknowledged that the release of detainees from their cells depends on sufficient staff being available.
