Nuclear Escalation: The “Madman Theory” vs. the Automated “Dead Hand”

In a pivotal interview with top-rated U.S. television host Tucker Carlson, Harvard scholar Stephen Walt (SW) addressed the escalating nuclear risk in an increasingly unstable world. This instability stems from the Israel/U.S. vs. Iran and Ukraine vs. Russia conflicts, which have eroded the precarious international order and fostered deep mistrust among the three major superpowers: Russia, China, and the U.S.
In this notable interview, SW asserted that the new world order is—and will remain—a “tripolar” arrangement involving China, Russia, and the U.S., albeit one marked by significant instability (“Tucker Carlson deems the U.S. ‘defeated’ by Iran, while Stephen Walt confirms the U.S./Russia/China ‘tripolar order’”; https://bit.ly/4gSXvgt).
It is worth noting that I identified the dynamics of the inexorable trends leading toward this tripolar order seventeen years ago—though ChatGPT rounded this figure down to sixteen.
Nine years ago, I addressed the “Madman Theory” (Trump and Kissinger’s “Madman Theory” to confuse Russia and China; https://bit.ly/4glMQLb)—or MAD (Mutually Assured Destruction). The concept of “nuclear deterrence” stems from the Latin deterrere, meaning “deterrence through terror”: “If two powers possess the capacity to destroy each other totally and irreversibly, neither has a rational incentive to launch a nuclear attack, because the result would be collective suicide.”

Given this context, during the Cold War, “nuclear peace” rested on a global balance maintained through terror, rendering total nuclear war unthinkable for rational actors.
Moreover, bluffing at these levels is highly dangerous because—somewhat in the vein of the famous sociological theorem known as the "Prisoner's Dilemma" (a classic Game Theory problem; https://bit.ly/4gTjyUi)—one of two things can happen: a naive adversary might buy the bluff and be overwhelmed without the need for a nuclear strike, or they might misinterpret the threat—while the aggressive enemy overestimates their own capacity to deliver a devastating "first strike"—leading to an unwanted exchange. This brings into play the concept of the "first strike," which must annihilate the adversary to prevent them from retaliating with a "second strike" (second-strike capability)—a strike that must be devastatingly powerful, as this constitutes the core concept making MAD viable.
In other words, MAD cannot exist without a credible second-strike capability; without it, "nuclear deterrence" vanishes, as the temptation to launch a "first strike" increases.
Indeed, SW addressed the case of Iran (sic!) and MAD, as well as the logic (sic) of MAD among the US, Russia, and China. SW even asserts that forcibly "denuclearizing" a given country can generate greater instability than the intended containment.
The Soviet—and later Russian—concept of the "Dead Hand" (translated from the Russian as "Perimeter": an automatic nuclear retaliation system; https://bit.ly/4qE0mxf) was developed in the late 1970s and entered service in the early 1980s, at the height of the Cold War. It means that even in the event of the decapitation or annihilation of the political and military leadership, the retaliation system continues to function, delivering a "second strike" against the aggressor who launched the "first strike."
The crucial point here is that the party delivering the initial decapitation strike must realize their victim will not simply vanish upon the destruction of its command structure; instead, an automatic retaliatory "second strike" will be triggered—one potentially devastating to the aggressor, who may ultimately have committed an act of involuntary suicide.
Recently, there has been significant attention surrounding the high-profile transfer of the nuclear submarine Khabarovsk from the port of Severodvinsk to the White Sea to complete its testing phase; the vessel is capable of deploying the lethal Poseidon underwater drone and is part of the redeployment of Russia’s "Dead Hand" system.
The Poseidon is an autonomous nuclear-powered underwater drone designed to travel intercontinental distances and reach its target from the depths of the ocean.
Según el Tte. Gral.
According to Lt. Gen. Sergei Karakaev, commander of the Strategic Missile Forces, the "Dead Hand" system was more active than ever.
The nuclear-powered Poseidon underwater drone—or nuclear torpedo—was designed as a "second-strike" (retaliatory) weapon. It is launched from specialized submarines such as the Khabarovsk (currently undergoing trials) or the active Belgorod—which can carry up to six Poseidon drones (https://bit.ly/4cLm0K9)—within a "Dead Hand" scenario that aligns with the logic of Mutually Assured Destruction (MAD).
Cabe recordar que según el Center for Arms Control and Non - Proliferation, Rusia posee el mayor inventario de armas nucleares en el mundo (https://bit.ly/4wMEBg3).
It is worth noting that, according to the Center for Arms Control and Non-Proliferation, Russia possesses the world's largest inventory of nuclear weapons (https://bit.ly/4wMEBg3).
