Cuba’s Dramatic Situation, Waiting for the Umpire’s Call

El noveno reporte del Estado de los Derechos Sociales en Cuba recoge una dramática situación: el 94% de los hogares está en la pobreza extrema y 8 de cada 10 entrevistados han dejado de desayunar, almorzar o comer, debido a la falta de dinero o a la escasez de alimentos. Pero este reporte, elaborado a partir de 1.318 entrevistas en todas las provincias del país, también incluye elementos clave que sirven de insumo para una lectura política.
The ninth report on the State of Social Rights in Cuba describes a dramatic situation: 94% of households are living in extreme poverty, and 8 out of 10 respondents have skipped breakfast, lunch, or dinner due to lack of money or food shortages. But this report, based on 1,318 interviews conducted across all of the country’s provinces, also includes key elements that provide material for a political interpretation.
En primer lugar, el rechazo a la gestión económica y social del gobierno encabezado por Miguel Díaz-Canel y Manuel Marrero Cruz, se ubica en el 95%, la peor cifra desde que medimos este parámetro; apenas el 3% de los consultados aprueba su desempeño.
First, disapproval of the economic and social management of the government led by Miguel Díaz-Canel and Manuel Marrero Cruz stands at 95%, the worst figure since we began measuring this indicator; only 3% of those surveyed approve of their performance.
Pero el asunto no es solo el rechazo a la gestión, sino también un problema de confianza: el 84% considera que las 176 medidas tomadas recientemente por el régimen no producirán una mejora en la vida de la gente, frente a un 6% que espera un efecto favorable. El 8% que dijo que no sabe y el 2% que no contestó.
But the issue is not only disapproval of the government’s management; it is also a matter of trust: 84% believe that the 176 measures recently adopted by the regime will not improve people’s lives, compared with 6% who expect a favorable effect. Eight percent said they did not know, and 2% did not respond.
Una de las lecturas más interesantes está relacionada con las expectativas de cambio. El 50% espera que se produzca algún cambio favorable en Cuba durante los próximos seis meses, mientras que el 32% no comparte esa expectativa. La proporción de respuestas “no sabe” (15%) indica un grado apreciable de incertidumbre.
One of the most interesting findings relates to expectations for change. Fifty percent expect some favorable change to occur in Cuba during the next six months, while 32% do not share that expectation. The proportion of “don’t know” responses (15%) indicates a considerable degree of uncertainty.
Es evidente que estas expectativas de cambio no están vinculadas directamente con las últimas decisiones económicas del régimen —las cuales no suscitan apoyo ni confianza en sus resultados—, sino que podrían estar asociadas de manera directa con las consecuencias de lo ocurrido el 3 de enero en Venezuela. Aunque también cabe señalar, a falta de datos para afirmarlo categóricamente, que si esta pregunta se hubiera planteado en meses anteriores a la aplicación de la encuesta (realizada entre el 27 de junio y el 29 de julio de 2026), quizás el optimismo habría sido considerablemente superior.
It is evident that these expectations for change are not directly linked to the regime’s latest economic decisions—which have generated neither support nor confidence in their results—but could instead be directly associated with the consequences of what occurred in Venezuela on January 3. It should also be noted, although there is insufficient data to state this categorically, that if this question had been asked in the months before the survey was conducted (between June 27 and July 29, 2026), optimism might have been considerably higher.
Otro elemento que destaca en el estudio es que entre los tipos de cambio que los consultados desean para el futuro de Cuba, los de carácter político y económico lideran con una mayoría del 76%, seguidos por los únicamente económicos (9%), la eliminación del embargo de Estados Unidos (7%) y los únicamente políticos (4%). La preferencia por mantener la situación actual es prácticamente nula.
Another noteworthy element of the study is that, among the types of change respondents want for Cuba’s future, political and economic changes lead with a 76% majority, followed by exclusively economic changes (9%), the elimination of the U.S. embargo (7%), and exclusively political changes (4%). Preference for maintaining the current situation is practically nonexistent.
Si analizamos los datos favorables al régimen aquí mencionados, podemos extraer varias conclusiones: su gestión es apoyada por un 3%, el 6% espera un efecto favorable de las 176 medidas, y el 7% quiere que sea un cambio prioritario la eliminación del embargo estadounidense.
If we analyze the data mentioned here that are favorable to the regime, several conclusions can be drawn: its management is supported by 3%, 6% expect a favorable effect from the 176 measures, and 7% want the elimination of the U.S. embargo to be a priority change.
Es decir, el desempeño de la gestión es tan marcadamente negativo que queda totalmente divorciado, no solamente de la mayoría de los cubanos que lo rechazan (95%), sino también de una parte de sus leales, que, por ejemplo, estarían en sintonía con las tesis históricas del Partido Comunista, de culpar el embargo. El deseo de que las cosas sigan igual, una expectativa que resulta socialmente inexistente.
In other words, the government’s performance is viewed so negatively that it is completely disconnected not only from the majority of Cubans who reject it (95%), but also from some of its loyal supporters who, for example, might align with the Communist Party’s historical position of blaming the embargo. The desire for things to remain as they are appears to be virtually nonexistent within society.
Con respecto al 9% que desea cambios exclusivamente económicos, hay que ser cuidadosos: podría existir una parte de este grupo que, sin definirse como comunista, simpatice con una autocracia política con una economía más o menos libre (una tendencia que encaja, incluso, en dinámicas sociológicas de la región y en la retórica que señala a la China del PCCh como potencia económica indiscutible).
Regarding the 9% who want exclusively economic changes, caution is necessary: part of this group could, without identifying as communist, sympathize with a political autocracy combined with a relatively free economy—a tendency that even fits certain sociological dynamics in the region and rhetoric portraying China under the CCP as an undisputed economic power.
Hoy la población cubana quiere, de manera mayoritaria, un cambio integral, tanto político como económico, dándole claramente la espalda a los inmovilistas y a quienes creen que las transformaciones deben ser sólo económicas.
Today, according to the report, the Cuban population overwhelmingly wants comprehensive change, both political and economic, clearly turning away from those who favor the status quo and those who believe transformations should be exclusively economic.
Además, la contundencia del rechazo a la gestión del PCC y la minoritaria representatividad que éste tiene en las tendencias aspiracionales de la población, reflejan que estamos ante un fin de ciclo político, y si se quiere histórico para Cuba. Un país que mira el futuro con esperanza contenida mientras que —en términos beisbolísticos—, deja al régimen fuera, tendido en el campo, solamente a la espera de que el árbitro cante la jugada.
Furthermore, the overwhelming rejection of the PCC’s management and its limited representation within the population’s aspirations reflect, in the author’s view, the end of a political—and perhaps historic—cycle for Cuba. A country looking toward the future with restrained hope while, in baseball terms, leaving the regime out, lying on the field, simply waiting for the umpire to make the call.
