The Department of Homeland Security (DHS) confirmed the father's arrest, stating that he was with the child at the time of the operation.

El hombre fue identificado como Elvis Joel Tipan Echeverría, de origen ecuatoriano. La menor es su hija, Chloe Renata Tipan Villacis, de dos años. De acuerdo con el concejal de Minneapolis Jason Chávez, ambos regresaban a su vivienda tras hacer compras en un supermercado cuando fueron interceptados.

The man was identified as Elvis Joel Tipan Echeverría, originally from Ecuador. The child is his two-year-old daughter, Chloe Renata Tipan Villacis. According to Minneapolis Councilman Jason Chavez, the couple was returning home from shopping at a supermarket when they were stopped.

Chávez aseguró, a través de redes sociales, que un vehículo sospechoso siguió al padre hasta su casa, rompió la ventanilla del automóvil y se llevó a ambos sin presentar una orden judicial. En una breve entrevista posterior, el legislador afirmó haberse reunido esa misma noche con el padre y la familia de la niña, y calificó lo ocurrido como un secuestro.

Chavez stated on social media that a suspicious vehicle followed the father to his house, broke the car window, and took both of them without a warrant. In a brief interview afterward, the councilman said he met with the father and the girl's family that same evening and described the incident as a kidnapping.

Por su parte, un portavoz del DHS confirmó que Tipan Echeverría fue detenido mientras conducía con una menor en el vehículo, aunque la agencia evitó proporcionar detalles sobre la identidad de la niña. En un comunicado, el DHS señaló que el hombre es “un inmigrante indocumentado procedente de Ecuador” y que enfrenta cargos por reingreso ilegal al país.

A DHS spokesperson confirmed that Tipan Echeverría was arrested while driving with a minor in the vehicle, though the agency declined to provide details about the girl's identity. In a statement, the DHS indicated that the man is “an undocumented immigrant from Ecuador” and faces charges of illegal reentry into the country.

Según la agencia, por esa razón, tanto el padre como la menor fueron trasladados a un centro federal, donde actualmente permanecen juntos.

Federal authorities stated that the father was driving erratically and, after parking the vehicle, refused to obey orders to open the door or lower the window. Given this situation, agents proceeded with the arrest. The DHS asserted that they attempted to release the girl to her mother, who was nearby, but she refused to take her. According to the agency, for this reason, both the father and the child were taken to a federal facility, where they are currently being held together.

This incident comes just days after another one that sparked outrage in the Twin Cities, when a five-year-old boy and his father were also detained by ICE. In that case, federal authorities claimed the mother refused to take custody of the child, a version of events disputed by eyewitnesses, including the president of a local school board.
