Hispanic Day at the Missouri Capitol

La comunidad hispana es una de las poblaciones de más rápido crecimiento en Missouri. Sin embargo, con frecuencia su voz no está presente cuando se toman decisiones legislativas que afectan directamente su vida diaria. Por eso, el pasado mes de febrero tuvo un significado especial.

The Hispanic community is one of the fastest-growing populations in Missouri. However, its voice is often absent when legislative decisions are made that directly affect its daily life. For this reason, this past February held special significance.

Durante el Día Hispano en el Capitolio de Missouri, miembros de la comunidad latina e inmigrante viajaron a Jefferson City para reunirse con sus representantes y participar activamente en el proceso democrático.

During Hispanic Day at the Missouri Capitol, members of the Latino and immigrant communities traveled to Jefferson City to meet with their representatives and actively participate in the democratic process.

Este esfuerzo fue posible gracias a la colaboración de diversas organizaciones comunitarias que promueven la participación cívica de la comunidad latina en Missouri. Entre ellas se encuentran el Hispanic Leaders Group de St. Louis, la Missouri Immigrant Policy Coalition, Revolución Educativa en Kansas City y el Hispanic Networking Group in the Ozarks en Springfield, además de numerosos líderes comunitarios y voluntarios de distintas partes del estado.

This effort was made possible through the collaboration of various community organizations that promote civic engagement within the Latino community in Missouri. Among them are the Hispanic Leaders Group of St. Louis, the Missouri Immigrant Policy Coalition, Revolución Educativa in Kansas City, and the Hispanic Networking Group in the Ozarks in Springfield, as well as numerous community leaders and volunteers from different parts of the state.

Durante ese día conversamos con legisladores de ambos partidos sobre tres proyectos de ley de enorme trascendencia: HB2063, HB2522 y SB1070.

Throughout the day, we spoke with legislators from both parties regarding three bills of immense importance: HB2063, HB2522, and SB1070.

HB2063: El Derecho a la Información en Nuestro Idioma

El HB2063 propone que la Secretaría de Estado de Missouri esté obligada a proporcionar los materiales impresos oficiales también en español, a petición del ciudadano.

HB2063: The Right to Information in Our Language

HB2063 proposes that the Missouri Secretary of State be required to provide official printed materials in Spanish as well, upon a citizen's request.

El acceso a la información es un derecho fundamental. Si vives, trabajas y contribuyes a este estado, mereces entender las leyes y los documentos que te afectan. Cerrarle esa puerta a alguien por el idioma es, en esencia, excluirlo de la democracia.

Access to information is a fundamental right. If you live, work, and contribute to this state, you deserve to understand the laws and documents that affect you. To close that door to someone because of language is, in essence, to exclude them from democracy.

Muchos argumentan que en Estados Unidos se habla inglés. Eso es parcialmente cierto. Pero en un país cosmopolita como el nuestro, construido por oleadas de migrantes con sus culturas, idiomas y antecedentes, cerrarse a un solo lenguaje no protege la identidad nacional; nos atrasa décadas enteras.

Many argue that English is spoken in the United States. That is partially true. But in a cosmopolitan country like ours—built by waves of migrants bringing their cultures, languages, and backgrounds—closing ourselves off to a single language does not protect our national identity; it sets us back decades.

The strength of the United States lies in its diversity. HB2063 is not just a translation law; it is a declaration that Missouri is a state that includes, respects, and values ​​all its inhabitants.

HB2522: Licencias Profesionales para Quienes Han Demostrado su Valía

El HB2522 propone eliminar las barreras que impiden que personas con permiso de trabajo, pero sin estatus migratorio permanente, puedan obtener licencias profesionales en Missouri, como las de enfermero, médico o abogado.

Bajo la ley actual, quienes han completado todos los requisitos académicos y aprobado sus exámenes pueden ser rechazados únicamente por su situación migratoria.

El HB2522 no es un favor: es sentido común económico y justicia básica.

HB2522: Professional Licensing for Those Who Have Proven Their Worth

HB2522 proposes eliminating the barriers that prevent individuals holding work permits—but lacking permanent immigration status—from obtaining professional licenses in Missouri, such as those for nurses, physicians, or attorneys.

Under current law, individuals who have fulfilled all academic requirements and passed their licensing exams can be denied solely on the basis of their immigration status.

DACA (Acción Diferida para los Llegados en la Infancia) es un programa federal que protege de la deportación a personas que llegaron a Estados Unidos siendo niños y les otorga autorización de trabajo, pero no es una vía al estatus migratorio permanente.

DACA (Deferred Action for Childhood Arrivals) is a federal program that protects individuals who arrived in the United States as children from deportation and grants them work authorization; however, it does not provide a pathway to permanent immigration status.

Tengo un cliente con DACA que llegó a Missouri a los tres años, se preparó en acá, pero le toco terminar sus estudios en Illinois, pues en nuestro Estado no podía licenciarse como enfermero.

I have a client with DACA status who arrived in Missouri at the age of three and completed his professional training here; yet, he was forced to finish his studies in Illinois because, in our state, he could not obtain a license to practice as a nurse.

Perdimos a un futuro enfermero formado aquí, con recursos de aquí y otro Estado cosechó el fruto.

We lost a future nurse who was educated right here, utilizing local resources, while another state reaped the rewards.

Many neighboring states—such as Illinois, Kansas, and Nebraska—do allow these individuals to practice their professions. Missouri educates and trains professionals who are subsequently compelled to leave. We are losing both population and a skilled workforce.

HB2522 is not a favor; it is a matter of economic common sense and basic justice.

SB1070: Un Proyecto que Daña a Missouri

El SB1070 crea disposiciones que criminalizan la presencia de inmigrantes indocumentados en Missouri.

SB1070: A Bill That Harms Missouri

SB1070 establishes provisions that criminalize the presence of undocumented immigrants in Missouri.

Establece el llamado “Programa de Cazadores de Recompensas Certificados” bajo el Departamento de Seguridad Pública, que certifica a agentes de fianzas y de recuperación para encontrar y detener a inmigrantes sin documentos. También tipifica su presencia como un delito de allanamiento y, en palabras de su propio autor, busca crear un programa de ICE a nivel estatal.

It creates a so-called “Certified Bounty Hunter Program” under the Department of Public Safety, which certifies bail agents and recovery agents to locate and detain undocumented immigrants. It also criminalizes their presence as a trespassing offense and—in the words of its own author—seeks to create a state-level ICE program.

This is a deeply troubling bill.

Our immigrants make profound contributions to Missouri: in manufacturing, construction, commerce, agriculture, healthcare, and education. The vast majority pay taxes, regardless of their immigration status.

There is also an effect that is often overlooked: the impact on mixed-status families. When the environment becomes hostile for one family member, the entire family leaves—and with them go their U.S.-born children, their professional potential, and their presence in the community.

Lo he dicho antes y lo repito: el hecho de que una persona esté aquí sin documentos no la convierte en criminal. Si seguimos esa retórica, criminalizamos a miles de personas que están fortaleciendo nuestra economía y nuestra cultura.

I have said it before, and I repeat it now: the fact that a person is here without documents does not make them a criminal. If we embrace that rhetoric, we criminalize thousands of people who are strengthening our economy and our culture.

Eso solo nos atrasa frente a estados y países que abrazan la multiculturalidad.

That only sets us back compared to states and nations that embrace multiculturalism.

La Democracia Ganó Ese Día

Hablar con nuestros legisladores fue profundamente productivo. Representantes de ambos partidos nos escucharon, se crearon puentes y se abrieron puertas para buscar soluciones reales para Missouri.

Democracy Won That Day

Speaking with our legislators was deeply productive. Representatives from both parties listened to us; bridges were built, and doors were opened to seek real solutions for Missouri.

La democracia no es solo votar cada cuatro años. La democracia es participar, presentarse y hacer escuchar la voz de quienes con frecuencia no son escuchados.

Hablar con nuestros representantes es importante. Hacerlo con datos, con historias reales y con propuestas concretas, es aún más poderoso.

Democracy is not merely voting every four years. Democracy is participating, showing up, and ensuring that the voices of those who are often unheard are finally heard.

Speaking with our representatives is important. Doing so armed with data, real-life stories, and concrete proposals is even more powerful.
