The decision was issued Wednesday by Cole County Circuit Court Judge Daniel Green, who backed Republican Secretary of State Denny Hoskins' decision to block the proposal from appearing on the November ballot.

However, representatives of the attorney general's office argued that the initiative combined different issues, something that the judge considered incompatible with constitutional requirements.
