Lula vs. Bolsonaro: The Battle for Control of Brazil’s Rare Earths Between China and the U.S.

Bolsonaro declared in Texas that “Brazil can be the solution so that the U.S. no longer depends on China (mega-sic!) for rare earths and critical minerals.”

Much is being said about how China’s response through its ban on rare earths which are so essential to the U.S., from space technology to computer chips halted Trump’s desperate and massive tariffs against Beijing, which reached as high as 145% , resulting in a technical stalemate between the planet’s two leading geoeconomic superpowers .

Regarding rare earth RESERVES, the most recent data, especially from the United States Geological Survey which, incidentally, often provides misinformation when convenient places China far ahead in first place with 44 million tons (mt), representing almost 52% of the global total.

Estados Unidos

In terms of mining PRODUCTION, China also ranks first with 270,000 tons of rare earth oxides (REO): almost 69% of global production!

In terms of RESERVES, Brazil ranks second with 21 mt, around 25% although Brazil’s National Mining Agency revised that figure downward to 11.4 mt (15%), it still retained second place.

Regarding RESERVES, the countries ranked from third to twelfth are: 3—Australia, with 6.3 mt; 4—Russia, with 3.8 mt; 5—Vietnam, with 3.5 mt; 6—the U.S., with 1.9 mt; 7—Greenland, with 1.5 mt; 8—Tanzania, with 890,000 tons; 9—South Africa, with 860,000 tons; 10—Canada, with 830,000 tons; 11—Malaysia, with 710,000 tons; and India, with no updated reserve data. All figures are expressed in rare earth oxide (REO) equivalents. Trump’s insatiable appetite for Greenland’s rare earths now becomes understandable.

Regarding mining PRODUCTION, it is noteworthy that the U.S. ranks second perhaps because of its pressing needs with 51,000 tons, while Brazil dramatically increased its production to 2,000 tons in 2025: 0.5% of the world total, placing it in ninth position because of its new projects.

Brazil has important DEPOSITS in Minas Gerais, Bahia, Goiás, and the Amazon. It is evident that a Bolsonaro victory, given his close alliance with Trump and Netanyahu, would put the Amazon at risk, one of the planet’s main environmental oxygen-producing regions.

It is reported that there are at least 18 foreign companies (sic), with an investment that sounds modest at US$3.5 billion when considering its significant geoeconomic impact.

Solo EE.UU.,mediante US Rare Earth/Serra Verde ha invertido US$2.8mil millones.

The U.S. alone, through US Rare Earth/Serra Verde, has invested US$2.8 billion.

In the opinion of experts, the main challenge is to develop the separation chain and its oxides, where Chinese technology predominates.

It is a truism to point out that China currently controls 70% of mining PRODUCTION, 90% of REFINING/SEPARATION, and 94% of permanent MAGNET manufacturing.

It is striking that China does not appear among the investors in Brazil’s rare earth sector, given that the trade and economic relationship between these two BRICS member countries is far greater than Brazil’s bilateral trade and economic relationship with the U.S.

During the first nine months of 2026, bilateral trade between China and Brazil reached a record high for that period of US$143.3 billion, with Brazilian exports of US$84.68 billion and imports from China of US$58.62 billion, resulting in a trade surplus of US$26.05 billion in Brazil’s favor.

Lula, whose policy is centered on sovereignty, multipolarity, and national industrialization, commented after meeting with Trump at the White House that Brazil does not want to repeat the extractivist history of Brazilian silver, gold, and iron mining, and that it is open to any country investing in mining, separation, and production, from the U.S. to China: “We have no preference  Many of his critics condemn Lula’s double game because, rhetorically, he has challenged those who kneel before the U.S. Another of Lula’s contradictions is that he has (ex)claimed that China could be a viable partner because of its advanced technology, while accepting U.S. investment in USA Rare Earth’s purchase of Serra Verde.

The first-round winning candidate, Flavio Bolsonaro, declared at the CPAC meeting in Texas that “Brazil can be the solution so that the U.S. no longer depends on China (mega-sic!) for rare earths and critical minerals.
