El presidente de Estados Unidos, Joe Biden, ha asegurado este sábado que las negociaciones para elevar el techo de deuda están avanzando. Todavía no hay acuerdo y es posible que no se logre, pero los equipos de negociadores demócratas y republicanos siguen trabajando.
Miembros de la oficina del presidente de la Cámara de Representantes, Kevin McCarthy, anunciaron el jueves que la reunión de Biden con McCarthy y el resto de líderes del Congreso prevista para el viernes se había suspendido a la espera de ver cómo se desarrollaban las negociaciones.
Los puntos de partida eran muy distantes, así que incluso los avances no garantizan que un acuerdo esté cerca, pero Biden se ha mostrado este sábado más optimista al ser preguntado sobre si veía posible un acuerdo.

Biden ha estado reclamando que los republicanos eleven el techo de deuda sin condiciones, como hicieron tres veces durante el mandato de Donald Trump como presidente. Los republicanos han aprobado una proposición de ley en la Cámara de Representantes que permitiría elevar temporalmente el techo de deuda a cambio de recortes de gasto y de que Biden renuncie a algunos de los logros de la primera mitad de su mandato. El presidente ha atacado con dureza esos recortes, mientras McCarthy ha criticado que Biden no se sentara a negociar en serio.
La Casa Blanca ha aceptado renunciar a algunos programas de gasto, en particular vinculados a la pandemia, y plantea abrir una negociación sobre el próximo presupuesto y las partidas que en él se incluyan, pero considera que elevar el techo de deuda es una obligación constitucional del Congreso y que debe cumplirla.
Está por ver si esa vía intermedia sirve de algo. McCarthy no va a tener fácil hacer concesiones si no quiere que se le rebelen los congresistas más extremistas de su grupo. El republicano cuenta con una mayoría exigua en la Cámara de Representantes. Su margen de maniobra es escaso y ser duro con el techo de deuda fue una de las concesiones que hizo al ala radical para ser elegido tras 15 votaciones.
En una entrevista del pasado miércoles, Trump pareció restar importancia a que Estados Unidos suspenda pagos, aunque los economistas han alertado de las consecuencias catastróficas que tendría para la economía. Se mostró partidario de llevar el país al impago si Biden no aceptaba recortes “masivos”.
Todo eso invita a tomar con cautela las palabras de Biden de este sábado. Aunque haya negociaciones, los ataques están a la orden del día en las redes sociales, donde McCarthy ha vuelto al ataque este mismo sábado: “Durante semanas, la Casa Blanca de Biden ha estado vomitando mentiras sobre los veteranos que se ven perjudicados por el responsable aumento del límite de la deuda de los republicanos. McCarthy también ha tuiteado este sábado mensajes de sus recientes intervenciones: “Cuando era vicepresidente, Joe Biden dijo que la deuda nacional era demasiado grande y que teníamos que encontrar áreas para ahorrar dinero de los contribuyentes. Eso fue cuando la deuda era de 14 billones de dólares. Hoy es de 31 billones. Si entonces tenía razón, ahora es aún más importante hacer cambios en el gasto”, ha dicho en uno. “El presidente Biden no quiere un acuerdo. Quiere un impago”, ha escrito en otro.
El techo de deuda, 31,38 billones de dólares, se alcanzó en enero y desde entonces el Gobierno está funcionando con medidas extraordinarias que han dejado un respiro temporal.
Antes de partir camino a Rehoboth, Biden ha dado este sábado el discurso de la ceremonia de graduación de los estudiantes de la Universidad Howard, en la que estudió Kamala Harris. En un acto multitudinario en el Capital One Arena, en el centro de Washington, el propio Biden ha sido investido doctor honoris causa en Letras por dicha universidad.
Depende mucho de cómo evolucionen los pagos y, sobre todo, los ingresos fiscales de aquí a entonces.
