Family of Teen Killed by St. Louis Police Officer Seeks Federal Review of Case

who represents the teenager’s family, requested a meeting with U.S. Attorney Thomas Albus to discuss a possible review for civil rights violations. The request comes after St. Louis Circuit Attorney Gabe Gore announced that he would not file charges against the officer who shot the teen.

an unloaded gun in his pocket, along with three magazines in his backpack. Police had initially reported that the teenager pointed a gun at the officer but later acknowledged that account was incorrect. Watkins has also asked Gore to personally meet with the family to explain his decision; a Circuit Attorney’s Office spokesperson said Gore had already offered to meet with them and that the offer remains open.

The incident began shortly before 1 p.m. on June 18, 2024, when members of a police task force attempted to stop a Mazda SUV that police said had been identified by license plate readers as stolen and carrying stolen plates. After a pursuit through several St. Louis neighborhoods, the vehicle stopped and Emeshyon and another teenager ran from officers. According to prosecutors, an officer had previously announced over the radio, “Driver with a gun in his hand.” Video later released by Watkins shows an officer chasing the teenager with his gun drawn and ordering him to stop and drop the gun. Emeshyon briefly disappears from the video frame before the officer fires and is then seen lying face down in the backyard of a home.

The family filed a federal lawsuit in May 2025 naming officer Brett Carlson, the Board of Police Commissioners and its individual members as defendants. The civil case remains pending and is scheduled for trial in December. Meanwhile, Watkins is expected to meet with U.S. Attorney Albus to request that federal authorities review whether the circumstances surrounding Emeshyon’s death could involve civil rights violations. The request opens a new legal phase in a case in which the family continues to raise questions about the use of police force and the initial accounts provided after the shooting.
